add @[fail] modifier to declarations
...
- `@[fail] def foo = ...` succeeds if `foo` has some error.
- `@[fail "scope"] def foo = ...` succeeds if `foo` has some error
containing the word "scope" somewhere
- `@[fail] namespace foo { }` works too and the error must be anywhere
in the namespace
